Abstract

In everyday speech, the term "hate speech" is used to refer broadly to objectionable rhetoric that threatens societal harmony by attacking a group or an individual based on intrinsic qualities, such as race, religion, or gender. There is no unified definition of hate speech under international human rights law because the issue is still hotly contested, particularly in light of how it relates to freedom of speech, non-discrimination, and equality.
